On the occasion of the 75th birthday of Hon’ble Prime Minister Shri Narendra Modi ji, Prof. Ripu Ranjan Sinha extends his warmest greetings and sincere appreciation for the Prime Minister’s vision, leadership, and continuing emphasis on a developed India by 2047.

Prof. Sinha describes Viksit Bharat 2047 as more than an economic milestone. In his view, it should be understood as a long-term national commitment to human development, institutional capability, technological confidence, social inclusion, and responsible global citizenship. The objective is not simply to increase national output. As an educationist, Prof. Sinha places education and lifelong learning at the foundation of Viksit Bharat 2047. He advocates an education system that combines foundational literacy with scientific reasoning, digital capability, ethical judgment, creativity, vocational readiness, and respect for India’s cultural and linguistic diversity.

Universities and research institutions should become stronger engines of problem-solving. They should work closely with communities and public institutions to address challenges in health, agriculture, climate resilience, urban development, public administration, and inclusive technology.

Responsible Artificial Intelligence and Digital Governance

Prof. Sinha highlights the importance of artificial intelligence and digital governance in India’s development journey. He supports the use of technology to improve public services, strengthen evidence-based decision-making, widen access to knowledge, and make institutions more responsive.

Technological progress must remain accountable. Artificial intelligence should be developed and deployed with attention to privacy, transparency, accessibility, fairness, cybersecurity, and human oversight. Digital transformation should narrow social and economic divides rather than deepen them.

Inclusive Development for Residents and Non-Residents

The Viksit Bharat vision must include every Indian, whether resident in the country or living abroad. Prof. Sinha views the Indian diaspora as an important source of knowledge, investment, cultural connection, professional expertise, and international collaboration.

A constructive partnership between India and its global community can support research networks, educational exchange, responsible investment, technology cooperation, and the sharing of best practices.

Sustainable and Ethical Growth

Prof. Sinha’s vision is aligned with the principle that development must be economically productive, socially inclusive, environmentally responsible, and ethically grounded. This requires attention to clean energy, resilient infrastructure, public health, water security, sustainable cities, rural opportunity, gender equality, and the protection of natural resources.

नागरिकों को केवल विकास योजनाओं का लाभार्थी नहीं माना जाना चाहिए। उन्हें नवप्रवर्तक, शोधकर्ता, उद्यमी, शिक्षक, लोकसेवक, सामुदायिक नेतृत्वकर्ता और नीति-क्रियान्वयन के भागीदार के रूप में भी सम्मानित किया जाना चाहिए।

शिक्षा और ज्ञान की आधारभूत भूमिका

एक शिक्षाविद् के रूप में प्रो. सिन्हा विकसित भारत 2047 की नींव में शिक्षा और आजीवन सीखने को प्रमुख स्थान देते हैं। वे ऐसी शिक्षा व्यवस्था के समर्थक हैं जिसमें बुनियादी साक्षरता के साथ वैज्ञानिक सोच, डिजिटल क्षमता, नैतिक विवेक, रचनात्मकता, कौशल-आधारित तैयारी तथा भारत की सांस्कृतिक और भाषाई विविधता के प्रति सम्मान शामिल हो।

उत्तरदायी कृत्रिम बुद्धिमत्ता और डिजिटल शासन

प्रो. सिन्हा भारत की विकास यात्रा में कृत्रिम बुद्धिमत्ता और डिजिटल शासन के महत्व पर बल देते हैं। वे सार्वजनिक सेवाओं में सुधार, प्रमाण-आधारित निर्णय-निर्माण को मजबूत करने, ज्ञान तक व्यापक पहुँच बनाने और संस्थानों को अधिक उत्तरदायी बनाने के लिए प्रौद्योगिकी के उपयोग का समर्थन करते हैं।

तकनीकी प्रगति उत्तरदायित्व से जुड़ी होनी चाहिए। कृत्रिम बुद्धिमत्ता का विकास और उपयोग निजता, पारदर्शिता, पहुँच, निष्पक्षता, साइबर सुरक्षा और मानवीय निगरानी को ध्यान में रखकर किया जाना चाहिए। डिजिटल परिवर्तन को सामाजिक और आर्थिक विभाजन कम करना चाहिए, बढ़ाना नहीं।

निवासी और अनिवासी भारतीयों के लिए समावेशी विकास

विकसित भारत का विज़न प्रत्येक भारतीय को शामिल करने वाला होना चाहिए, चाहे वह भारत में रहता हो या विदेश में। प्रो. सिन्हा भारतीय प्रवासी समुदाय को ज्ञान, निवेश, सांस्कृतिक जुड़ाव, पेशेवर विशेषज्ञता और अंतरराष्ट्रीय सहयोग का महत्वपूर्ण स्रोत मानते हैं।

भारत और उसके वैश्विक समुदाय के बीच रचनात्मक साझेदारी शोध नेटवर्क, शैक्षिक आदान-प्रदान, उत्तरदायी निवेश, तकनीकी सहयोग और श्रेष्ठ प्रक्रियाओं के साझा उपयोग को मजबूत कर सकती है।

सतत और नैतिक विकास
