New Delhi, 09 September 2026 — The VIKSIT BHARAT DEVELOPMENT FORUM 2047 is organizing the National Innovation & Policy Summit-2026 under the theme “Harmonizing Emerging Technologies, Policy Frameworks, and Sustainable Development for Viksit Bharat @2047.”
The Summit will bring together policy makers, parliamentarians, academic leaders, AI and technology experts, industry leaders, public policy researchers, and civil society representatives for a focused dialogue on how emerging technologies can support inclusive education, responsible governance, sustainable development, and India’s long-term national priorities.


The programme is proposed at the Speaker Hall / Mavalankar Auditorium, Constitution Club of India, Rafi Marg, New Delhi. It will feature plenary keynotes, panel discussions, policy-paper releases, a resolution session, valedictory proceedings, and a high tea / press briefing. The confirmed date and detailed programme schedule will be announced separately by the organizer.
A national dialogue on technology, policy, and sustainability
The Summit responds to the growing need for coordinated dialogue among government, academia, industry, research institutions, and civil society. Emerging technologies are transforming public services, education, industry, governance, and economic opportunity. These developments also raise important questions about data protection, accountability, inclusion, institutional capacity, energy use, and environmental sustainability.
The Summit will focus on four principal priorities:
- AI governance and data sovereignty: Examining responsible AI, data privacy, security, accountability, regulatory preparedness, and the alignment of emerging technologies with national development goals.
- Higher education and future skills: Exploring the implementation of NEP 2020 through Red-Green skill integration, technology-enabled learning, and AI-driven multilingual education, including Bhashini-related possibilities.
- Sustainable innovation and green technology: Discussing clean-tech adoption, green computing, circular economy models, resource efficiency, and technology pathways that support the Net-Zero 2070 direction.
- Policy outputs and institutional follow-through: Developing policy papers and deliberating on the proposed “New Delhi Declaration on Responsible Innovation & Sustainable Policy 2027.”

Proposed New Delhi Declaration
A principal intended output of the Summit is the draft New Delhi Declaration on Responsible Innovation & Sustainable Policy 2027. The proposed Declaration will bring together principles and recommendations related to responsible AI, data stewardship, inclusive education, future skills, clean technology, green computing, circular economy, and institutional accountability.
The Declaration will remain a discussion draft until it is reviewed, amended, and considered through the Summit’s resolution process. Subject to the outcome of that process, the organizer intends to consider its submission to the Ministry of Electronics and Information Technology, the Ministry of Education, and NITI Aayog.
The organizer does not claim government endorsement, adoption, or formal institutional support unless such support is confirmed in writing by the relevant authority.
